The "Arab Spring" has impacted on Algeria in four points:

1 - The development of aversion to violence consequently the heavy tribute paid during the Red Decade;
2 - The relaxation of budget discipline to "delegitimize" the social request;
3 - The contraction of freedoms (to make the situation manageable);
4 - The adjournment of legal safety requirements ensuring the transition from violent regulation to regulation, through norms and institutions.

According to the Arab Barometer recent poll, proposing to answer to the question: «has Algeria escaped from the" Arab Spring? »Michael Robbins mentions five major lessons?

1 - Algerians support an improvement in the situation of their country. Fighting against corruption is their second concern after the living conditions improvement.
2 - They constitute the majority in their positive valuation about Sellal government’s action.
3 - They more support the idea of living in a state of law and freedom;
4 - They less adhere to the activities of political parties;
5 - More and more, Algerians find out that it is wiser to separate the religious and political spheres; numerous the ones who wish that religious leaders would not influence the elections. The Religious fundamentalism, as a factor structuring public space, seems to be a past.

Improving the Algerians satisfaction index is related to the rise in public expenditures just after the "Arab Spring":


  • 34% increase in wages of the public service;

  • increased consumer subsidies and housing;

  • Strengthening credit device for young people, etc.


This distribution effort was undertaken in a macroeconomic context which is not very favorable, with a GDP growth of only 3% and an unemployment rate slightly increases (11% in 2011, against 10% in 2010).

The increasing resorts to oil taxation, for covering public expenditure, the main motor of growth, has a high risk. The revenues, generated by natural resources, would be invested instead of being consummated.
